Safe Management Measure Guidelines and Application Form

[UPDATES] From 26 April 2022, all sporting events that are organised within prevailing SMMs no longer need Sport Singapore’s endorsement to proceed.

Should your event requires SportSG's endorsement due to:

  1. event is organised with SMM deviations OR
  2. facility owner or relevant agencies requested to attain SportSG's support letter in order to proceed.

Sport Singapore’s endorsement is only for the sport event SMMs. Organisers will need to seek further approval from facility owner / relevant agencies before their event can proceed.

Types of events

  1. Spectator Sporting Events.  [Updated] Venue Capacity. There will no longer be a capacity limit for events, i.e. events with >1,000 pax and that are masked will no longer be subjected to a capacity limit of 75%.

    a. [New] Food & beverage can be supplied and consumed at all sporting events. When indoors, masks can only be removed when eating/drinking or performing strenuous activities.
    b. [New] Spectator Sporting Events. Mask-wearing will continue to be required for spectator sporting events held indoors. Masks can only be removed when consuming food and drinks. VDS will be implemented for events with >500 spectators.


  2. Mass Participation Sporting Events. Mass participation sporting events, such as mass runs, open-water swims, cycling and triathlon events, can proceed without a specific event size limit. As good practice to avoid overcrowding, event organisers can organise participants in waves of up to 100 persons.

    Spectators are permitted but must comply with the requirements under Spectator Sporting Events. 

  3. Sporting Competitions & Tournaments refer to competitions involving timed races or head-to-head matches where there could be multiple heats or qualifying rounds. While there is no group size requirement, the number of individuals at the facility is subjected to the prevailing fire safety and room/venue capacity requirements. Organisers may consider arranging competitions with different sessions, adequately separated within a day (i.e., at different times of a day) or across multiple days, to avoid congregation of participants.
    Spectators are permitted but must comply with the requirements under Spectator Sporting Events. 

Safe Management Measures Checklist

Ensure you have the following details before proceeding with the application

  • Vaccination status of participating individuals:
    i. ≤500 participants at any one time, irrespective of setting (indoors/outdoors, masked/unmasked), do not need to implement VDS or checks on vaccination status.
    ii. >500 participants at any one time will have to continue implementing VDS. Event organisers will need to implement checks on participants’ vaccination status before they enter the venue.
  • Venue capacity: There will no longer be a capacity limit for events, i.e. events with >1,000 pax and that are masked will no longer be subjected to a capacity limit of 75%. 
  • Venue layout with illustration of human traffic flow, registration area, waiting area, etc
  • Competition/Event schedule and flow (reporting time, match time, match duration)
  • Form of identification (eg. Coloured wrist bands)
  • Deployment of Safe Management Officers (SMO) to enforce compliance of SMMs

All prevailing sport SMM during the period of the event is to be strictly followed.

All sport events that involve more than 50 persons in total (including participants, spectators, officials, event crew and support staff) will need to be endorsed by Sport Singapore before they can be conducted.

Organisers will have to apply to Sport Singapore using the Sport Event Application e-form at least 30 days prior to the start of the event to give time for evaluation and discussion.

Sport Singapore’s endorsement is only for the sport event SMMs. Organisers will need to seek further approval from facility owner / relevant agencies before their event can proceed.

Organisers are advised not to carry out related marketing/publicity efforts, and not to open registration before receiving endorsement from Sport Singapore, as the event may require modifications before it may proceed. Organisers will be responsible for the costs of the event (including the additional costs of modifications), and/or compensation to participants arising from event postponement or cancellation.

Types of events

  1. Spectator Sport Events. Such as Singapore Premier League football matches can proceed with up to 1,000 spectators if all spectators are fully vaccinated (includes those that have valid PET result / have recovered from COVID-19). Spectators will be in zones of up to 100 persons.
  2. Mass Participation Sport Events. Such as mass runs, open-water swims, cycling and triathlon events, can proceed with up to 1,000 participants per session, if all participants are fully vaccinated (includes those that have valid PET result / have recovered from COVID-19). Participants will be organised in waves of up to 100 persons. At this juncture, mass participation sport events will not be allowed to have invited spectators. Organisers are to put in place measures to prevent the spontaneous gathering of onlookers for such events.
  3. Sport Competitions & Tournaments refer to competitions involving timed races or head-to-head matches where there could be multiple heats or qualifying rounds (“sessions”). Such events can continue but must not exceed 50 persons in each facility at any single point in time. Organisers are advised to arrange competitions with different sessions, adequately separated within a day (i.e. at different times of a day) or across multiple days, to avoid congregation.

Each match is allowed to have up to 5 persons in the field of play at any single point in time. For indoor unmasked competitions or activities, only fully vaccinated persons (includes those that have valid PET result / have recovered from COVID-19) may participate in such events.

Events with unvaccinated participants age 12 years old and below (born 2009 onwards)

Unvaccinated children 12 years old and below may be included and exempted from PET but must be limited to no more than 20% of total attendance. If there are any spectators/participants who are unvaccinated or untested (other than children 12 years old and below), the event will have to be capped at 50 persons.

Ensure you have the following details before proceeding with the application

  • Vaccination status of participating individuals
  • Any participants of 12 years old and under
  • Will Antigen Rapid Test (ART) be conducted on-site
  • What is the Gross Floor Area (sqm) of the event venue (allowable 10sqm/pax)
  • Venue layout with illustration of human traffic flow, registration area, waiting area, etc
  • Competition/Event schedule and flow (reporting time, match time, match duration)
  • Non-exhaustive: Mask wearing policy, Safe distancing measures, Sanitisation regime
  • Form of identification (eg. Coloured wrist bands)
  • Enforcement plan for non-compliance
All prevailing sport SMM during the period of the event is to be strictly followed.
