SpexSG-1

  • High Performance Sport Institute (HPSI), the Singapore Sports School (SSP) and the Unleash the Roar! (UTR!) will be consolidated into a single high performance entity – Sport Excellence Singapore (SpexSG).
  • This marks our commitment towards building an athlete-first system, giving Team Singapore (TeamSG) athletes stronger support to stay longer in competitive sport and reach greater heights, while deepening partnerships with National Sports Associations (NSAs) to strengthen the broader sporting ecosystem.
  • Through the consolidation, resources will be optimised, athletes’ daily training environments enhanced, and governance of the high-performance sport system strengthened.

Three Key Thrusts of SpexSG

1. Enhanced Athlete Centric Support

  • Athletes will benefit from enhanced, athlete-centric support through a dedicated Athlete Life Management (ALM) system, guided by Athlete Life Performance Managers.
  • Support extends beyond competition to education, career development, family planning, financial literacy, and personal growth.
  • Sport Science and Sport Medicine (SSSM) will be strategically clustered across synergistic sports, supported by an expanded pool of sport scientists and technologists.
  • Integration of UTR!’s SSSM team with HPSI’s division will create a seamless pathway of enhanced sport science support, from youth footballers to the national team.
  • Singapore Sports School (SSP) has introduced flexible entry pathways and piloted a fully online International Baccalaureate Diploma Programme, allowing student-athletes to train overseas without disrupting their studies.
  • These initiatives build on SSP’s existing efforts, including joint diploma programmes with Temasek Polytechnic and athlete-friendly practices with six local Autonomous Universities.

2. Strengthening and Partnering National Sports Associations (NSAs)

  • SpexSG will provide stronger capability support through shared services and targeted consultancy.
  • An NSA playbook will guide new and emerging associations in governance, organisational capability, and achieving registered charity status to access donations and government’s dollar-for-dollar matching via the One Team Singapore Fund (OTSF).
  • Partnerships with NSAs such as Fencing, 3x3 Basketball and Combat Sports will develop High Performance Plans with clearer medal targets, multi-year training and competition plans, and consistent sport science and athlete life support.
  • For 3x3 Basketball, a new Under-19 National Youth Development Programme (NYDP) at SSP will provide structured training, international exposure, and clear pathways into the senior national team.
  • For Fencing, vertical integration of coaching expertise between Fencing Singapore and SSP will ensure consistency in pedagogy and performance philosophy across youth-to-senior pathways.

3. Deepening Specialist Capabilities

  • SpexSG will grow a stronger local pipeline of high-performance coaches through structured development pathways under spexCoach, with enhanced specialist training and international exposure.
  • Expansion of sport scientists and technologists will deepen expertise, enable cross-deployment, and raise professional standards.
  • Collectively, these efforts will strengthen Singapore’s long-term self-reliance and competitiveness on the regional and world stage.

Sports Facilities Masterplan (SFMP)

The Sports Facilities Master Plan (SFMP) aims to provide quality, affordable and inclusive sport facilities to the community. Upcoming facilities also address the growing demand for these popular sports while providing Singaporeans with convenient access to a sport facility near their homes.

  • Over the next five years, an additional 50 multipurpose courts for badminton or pickleball will be made available islandwide. This includes 8 new pickleball courts opening at the Little India Bus Terminal in the coming months, and 8 dual-use courts for pickleball, tennis, and basketball already operational at The Kallang since January 2026.
  • Upcoming facilities in Hougang and Punggol will also feature multipurpose courts.

Disability Sports Masterplan (DSMP)-1

Efforts strengthen inclusive participation in sports at both the community and competitive levels, demonstrating how sport brings people of all abilities together to build a more inclusive society.

Key Highlights

  • 21 proposals supported under the Enabling Sports Fund (ESF) – marking continued progress under the Disability Sports Master Plan (DSMP) that was refreshed in 2024.
  • The ESF, supported by the President’s Challenge, funds ground-up disability sport initiatives that encourage participation and nurture sporting aspirations.
  • Commitment to raise at least $10 million by 2030, with government matching dollar-for-dollar donations to the ESF.
  • Projects are expected to benefit over 8,000 persons with disabilities across more than 20 sports, with the flagship initiative being the Special Olympics Singapore 10th National Games (2025).
  • Infrastructure upgrades include 10 public swimming pools retrofitted with wheelchair-accessible ramps and 16 inclusive ActiveSG gyms in operation. All ActiveSG gyms are on track to be inclusive by end-2026.

Expansion of school sports

MCCY, SportSG and MOE will step up collaboration to expand opportunities for students to play and compete in sports across schools, foster social mixing among students from diverse backgrounds, and meet our national sports objectives.

In partnership with MOE, we will also continue to explore introducing sports with stronger student interest into the National School Games, in collaboration with ready and willing National Sports Associations.

Key Highlights

  • New grant to encourage the formation of Multi-School CCA Teams, enabling students to train and play sports together beyond traditional school teams. More details will be shared later.
  • The inaugural School Sports Fiesta (SSF) saw participation from over 2,000 students across 16 schools. In 2026, there will be more SSF events to provide opportunities for students across different schools to try and compete in various sports together.
  • SSF targets to reach approximately 32 schools by 2027.
  • Hockey will be added as a Strategic Partnership CCA (SP-CCA), alongside water polo, athletics, and canoeing.
  • In 2025, 226 students from 86 secondary schools enrolled in SP-CCAs across three sports. More SP-CCAs will be introduced over time to expand student options.

Active Health-1

As part of its Active Health initiative, SportSG continues to expand opportunities for seniors to stay active through sport.

Frailty Prevention Programme (FPP)
 
The FPP, developed progressively with the Agency for Integrated Care (AIC) to reach more seniors at Active Ageing Centres (AACs), includes two key components:

  • Combat Age-related Loss of Muscle (CALM): An 8-week programme raising awareness of lean muscle importance. First introduced in September 2024, CALM has since reached about 4,000 seniors across 132 AACs to date. We aim to reach 5,500 seniors and 180 AACs by end 2026.
  • Adaptive Sports at AACs: modified activities such as sport stacking, ladder toss, boccia, disc golf and seated floorball. Led by SportCares, this initiative involves training and equipping AACs to conduct adaptive sports for seniors with varying abilities to compete in a recreational or competitive setting. As of Jan 2026, 200 AACs have been equipped with adaptive sports. We target to provide all AACs with adaptive sports equipment by end 2026.
Senior National Games (SNG)

SNG is a national competition that inspires seniors to lead better, healthier and more fulfilling lives through sport.

  • Launched in 2025, SNG featured five adaptive sports: boccia, disc golf, ladder toss, seated floorball and sport stacking.
  • Over 4,500 seniors from 110 AACs participated in the Zonal Heats that culminated in the Finals at Our Tampines Hub that saw 570 competitors and 1,000 supporters.
  • SNG 2026 will continue to expand, with a target to engage 5,000 seniors across Singapore.
