July 2024 - World Drowning Prevention Day 2024

When: 20 July 2024, 9am-12pm

Wear blue that day and join us to learn more about drowning prevention and water safety as we commemorate World Drowning Prevention Day 2024.

This is also the first time in the history of total defence that we are bringing emergency exercise in an aquatic setting to the community.

Not only are we educating our people on water safety and drowning prevention, but we also want you to do good as you learn to be safe by donating to our adopted charity - Singapore Aquatics. Scan the QR Code on the poster and do your part so that Singapore Aquatics can continue to conduct free swimming lessons for children and youth from underprivileged backgrounds. Learning to swim and be water-safe is part of the multi-layer of drowning prevention.

Dear Coaches,          

 We extend our heartfelt thanks to the coaches who attended the SwimSafer Townhall Engagement event from May 13th to 14th at BlackBox SportSG. We truly appreciate your dedication and the time you spent participating in the session.

June 2023 - SwimSafer Updates
Dear SwimSafer Community,
Thank you for your continued support and dedication to promoting water safety. We would like to provide you with important highlights, updates and reminders for the month of June:
SwimSafer Assessment Procedure Highlights
1. Timely Results Upload, Attendance, and Punctuality - As Assessors, it is mandatory to upload assessment results within 24 hours after the conclusion of Assessment. This prompt submission enables efficient processing and certification of participants. In addition, all Assessors are expected to attend Assessments on time. Punctuality is crucial for a smooth and efficient assessment process. Disciplinary action will be taken against consistent latecomers or no-shows.
2. SwimSafer 2.0 Assessment Sequence (Silver Stage 5 and Gold Stage 6) - With reference to the SwimSafer 2.0 Assessment protocol and Instructor Manual, parts or components that are labelled “sequence” should be done in the prescribed sequence. The first part of Silver or Gold (Swim) does not indicate a “sequence” and serves only as a recommended guide for the order of swim. Instructors have the flexibility to change the order of the Silver and Gold swim components in view of prevailing pool and safety conditions, however it is the Assessors’ role to ensure each participant completes all the required must-see components for the respective stages. Cooperation between Instructors and Assessors is critical so that the assessment can be carried out in a safe and timely manner.
Administrative Matters
3. Email and Portal Check - In order to stay informed about the latest information and important changes regarding Assessments, it is essential for Service Providers, Instructors, and Assessors to check their emails and the SwimSafer portal regularly. This practice ensures that all individuals involved are notified of any unexpected changes arising from unforeseen circumstances. Neglecting this responsibility may lead to disciplinary measures for repeated instances of Assessments no-shows.
4. Amendments to Assessment Application - We would like to emphasize that any amendments to the Assessment application(s) upon publishing are strictly discouraged as such actions contravene the SwimSafer 2.0 Assessment and Application Guidelines. It is important to ensure accuracy and consistency in the assessment process while ensuring the integrity of the programme and results. As per guidelines point 8, request for cancellations / refunds will not be entertained unless due to valid reason(s), compassionate, medical and/or other valid reasons supported by relevant evidence (e.g. medical certificate and/or etc).
5. Assessment Timeline - Randoms checks will be conducted and we will not hesitate to remove SwimSafer 2.0 Assessments published less than 10 calendar days before the assessment date. We urge all service providers and instructors to schedule and publish assessments well in advance to avoid cancellations and voiding of results.
6. Usage Permit Renewal - All SwimSafer 2.0 instructors are expected to renew and purchase your usage permits. To ensure compliance, random checks will be conducted. Non-Usage Permit holders will not be allowed to conduct SwimSafer lessons.
Important Reminders and Maintenance Updates
7. Swimming Equipment and Attire - Based on feedback from ActiveSG sport centre managers, we would like to remind Instructors to ensure that swimming equipment and attire are not left lying around the pool area. Items left unattended will be removed without any notice.
8. No Filming / Photography - Unauthorized filming or photography at ActiveSG Facilities is strictly prohibited. Please respect the privacy of other patrons and refrain from such activities.
9. Delta Swimming Complex - The competition pool at Delta Swimming Complex has a depth of 1.6m, which is not suitable for SwimSafer 2.0 Assessments for Silver Stage 5 and Gold Stage 6. Kindly submit the request to change your venue if SwimSafer 2.0 Assessments for Silver Stage 5 and Gold Stage 6 have been arranged at Delta Swimming Complex.
10. Yishun Swimming Complex - The teaching pool at Yishun Swimming Complex will undergo urgent maintenance works from 24th May to 10th July (exact dates to be confirmed). Alternative pool arrangements should be made during this period to avoid over-crowding the competition pool especially for the lower stages 1 and 2.

February 2023 - SwimSafer updates

Greetings from the SwimSafer Team.

We would like to thank everyone in the SwimSafer community for your support and feedback regarding the November 2022 Update. Please refer to the important updates for Feb 2023:

Extension of Assessor License Expiry

All current Assessors’ Licence Expiry will be extended till 31 Dec 2023 to synchronise with the SwimSafer 2.0 re-Certification expiry for all Instructors. All Instructors and Assessors must ensure that their NROC accreditations, SwimSafer 2.0 Instructor License and ActiveSG Usage Permit (SwimSafer) are current at all times and maintained till 31 Dec 2023. There will be no provision granted to Assessors if they fail to upkeep or do not possess the required valid qualifications. There is no new Assessor Course scheduled until further notice.

SwimSafer 2.0 Assessment and Application Guidelines

We will continue to monitor the conduct of the assessments and seek to improve the overall conduct and professional standards of the Swimsafer assessments. This is an updated version to provide greater clarity and to further streamline processes for the conduct of SwimSafer Assessments. Please refer to the attached version which will take effect from Mar 2023, below are some key reminders: 

  1. Upholding the Integrity of Assessments

Our priority is to ensure the continuity of Assessments as well as the accuracy of results and certification. All Assessment change requests by Service Providers/Instructors MUST be submitted at least three (3) working days before the assessment date, assessment cancellations and refunds will only be approved upon valid reasons provided and with attached relevant documentation submitted by the participant(s). All requests and submissions will be reviewed and approved on a case-by-case basis.

  1. Code of Conduct – Roles and Responsibilities

Please refer and adhere to the updated the roles and responsibilities for Service Providers, Instructors and Assessors including the Code of Conduct for clarity and to reduce any misunderstanding during the conduct of Assessments.

  1. Reminder on Administration matters

As mentioned in our previous update, we would like to seek the community’s assistance and cooperation to ensure the accuracy of the participants details when registering for Assessments and avoid making changes after the assessments have been created. Service providers or Instructors are reminded to seek the participants’ consent via ‘Participant’s Consent Form for the Collection of Personal Data’ before creating an assessment. Participants’ personal data should not be submitted without permission as a placeholder to be changed after assessments have been published. Please refer to the SwimSafer 2023 eDM and Participant PDPA Consent form found on the SwimSafer website for your necessary information and dissemination to parents.

SwimSafer 2.0 Assessment Minimum Participant Group Size

Please note that wef 15 Mar 2023, the minimum number of participants to be registered for SwimSafer 2.0 Assessments will be revised to the original minimum of 5 pax in the SwimSafer Portal for all stages which will supersede the restrictions previously implemented.

SwimSafer Portal – Regular Maintenance and System Update Schedule

Please be informed that the SwimSafer Portal undergoes regular system maintenance and update every Wednesday 8pm to Thursday 2am. We would like to advise all Service Providers and Instructors to avoid publishing your assessments (including any payment or credit card transactions) during this period to avoid any system payment errors or assessments being published without Assessment codes.

To all SwimSafer Service Providers, Instructors and Assessors,
Greetings from the SwimSafer Team.
Firstly, we would like to thank everyone in the SwimSafer community for your patience and feedback for the past years. We would like to assure the community that we have been reviewing highlighted issues by the community and we stay committed to improving SwimSafer 2.0.
In our efforts to improve communication with the SwimSafer community, we will start providing regular monthly updates and here are some important highlights for Nov 2022:
New Official SwimSafer Website
We have refreshed the Swimsafer website with the latest announcements, SwimSafer 2.0 videos as well as FAQs on SwimSafer matters. Check out this link (https://go.gov.sg/swimsafer) regularly for updates.
SwimSafer 2.0 Assessment Procedures & Guidelines
We would like to seek the community’s support to maintain the professionalism and standard of the programme. We would like to surface the following areas for your attention:
  1. Participants’ E-Certificates
For this year, we have observed a significant increase in the number of errors for wrongly tagged participants’ e-Certificates and instructor groups created with the wrong participants’ SwimSafer stage for assessments. We would like to remind all that it is the Service Providers’ or Instructors’ responsibility to ensure that the participants’ details including NRIC, Full name and Date of Birth (DD-MM-YYYY) are registered correctly and match the participants’ ActiveSG Membership Account details. All participants need to create their ActiveSG Membership Accounts prior to registering for assessments. Register via the ActiveSG mobile app or https://go.gov.sg/members-myactivesg. Please note that the e-certificate will not be generated or tagged accurately even if the participant details were amended after and re-tagging or stage changes will require at least thirty (30) business days to be reflected.
  1. Assessor no-shows, Punctuality and Service Providers assigning Instructors as Assessors
The team has observed a significant increase in ‘no-show’ of assessors as well as service providers allocating instructors to conduct self-assessments for their participants. We would like to reiterate that this compromises the integrity of the assessment. Warnings will be implemented.
To ensure the continuity of scheduled SwimSafer 2.0 Assessment(s), all assessment change requests MUST be submitted at least three (3) working days in advance of the assessment date via FormSG https://www.go.gov.sg/ssassessmentchanges and these will be reviewed on a case-by-case basis. For fairness and transparency of bidding process, change of Assessors will no longer be accepted without valid reason, withdrawal of Assessor can only be requested by the current Assessor.
  1. Assessments at Non-ActiveSG Swimming Complexes
Several assessment conducted at non ActiveSG facilities do not meet the respective SwimSafer stage depth requirements. For bookings under ‘Others’, it is mandatory for all service providers to include the full address including postal code of the assessment location for both the assessor payment verification and for the assessors to be aware of the location. In addition, you will be required to submit pool specifications to SwimSafer team for approval before application of the assessment or upon query.  
The Use of Assistant Coaches - SwimSafer 2.0 Instructor Responsibilities
With reference to the SwimSafer 2.0 Instructor Responsibilities (page 16) in the Instructor Manual (Pls see attached document), the instructor should always ensure adequate supervision of the students according to stipulated ratio of 1:10 (Instructor-Students), if necessary, a co-instructor may assist based on class ability. However to conduct SwimSafer 2.0 programme in our ActiveSG pools, all coaches (including assistant coaches) must possess all of the following:
1.      Valid Usage Permit
2.      Active National Registry Of Coaches (NROC) Membership
3.      Valid SwimSafer™ 2.0 Instructor or Assessor Certification

Dear SwimSafer Service Providers, Instructors and Assessors,
It has been 2 long years and with many adaptations along the way to enable us all to continue our business in a safe and smooth manner.

We would like to express our appreciation for everyone’s cooperation and understanding. With the relaxation of Safe Management Measures, the MOE SwimSafer programme will be recommencing on 27 June 2022 at many ActiveSG Swimming Pools.

Do keep a lookout for the notices at the respective facilities and avoid the peak period from Monday to Friday 8.00am to 4.00pm.  

We look forward to working with all of you as we continue this journey together. Stay safe and take care.

SwimSafer™ 2.0?

The SwimSafer 2.0 programme consists of six progressive stages, each comprising approximately 12 hours of lesson time. Survival and activity skills are taught in each stage of the programme, working progressively toward the next stage. 

Upon successful completion of theory test and practical test for each stage, participants are able to obtain their e-certificate through FileSG

The programme aims to teach swimming proficiency and water survival skills in a fun manner. These skills are necessary to help reduce the number of drowning incidents in Singapore.

The SwimSafer programme consists of 6 stages.

1 Stage 1

The objective is to develop confidence and independence in the water, learn general and deep-end water safety. Techniques taught include the forward and backward movement, safe entry and exit, and personal water safety.

The SwimSafer videos have been temporarily removed for review.

2 Stage 2

General skill development including unassisted step entry into the water, sculling, feet first surface dives, personal water safety skills as well as water safety in aquatic environments. One of the goals is to achieve 25 meters of continuous swimming.

3 Stage 3

Entry skills such as the stride jump will be taught. Skills include sculling, underwater skills and putting on a personal flotation device (PFD) whilst in water and swimming with it. One of the goals is to achieve 50 meters of continuous swimming.

4 Stage 4 (Bronze)

Development of student’s stroke techniques is a focus here, along with coordinated breathing in deep water. This stage sees the introduction of throw rescues and more personal survival skills. One of the goals is to achieve 100 meters of a variety of strokes.

5 Stage 5 (Sliver)

Fundamentals of diving will be introduced. Development of personal survival knowledge will continue with a situational context of swimming quickly away from a sinking boat. Students will be required to demonstrate efficient stroke techniques by swimming a variety of strokes over 200 meters within a given time frame.

6 Stage 6 (Gold)

Students will be required to perform a variety of strokes with efficiency over 400 metres within a given time frame for each stroke. Personal survival skills like making use of clothing to make a personal floatation device and swimming with them, putting on a life jacket in water and demonstrating the Heat Escape Lessening Posture technique will be taught.

Each stage consist of different elements that include:

  •  Entries and Exits
  •  Sculling and Body Orientation
  •  Underwater Skills
  •  Movement/Swimming/Strokes
  •  Survival Skills
  •  Rescue Skills
  •  Knowledge

How to Register?

There are 2 ways to enrol for the SwimSafer 2.0 programme: 

  1. Primary school students can enquire and register for the SwimSafer Programme with their respective MOE schools.
  2. Register privately with an accredited SwimSafer swimming instructor.

About SwimSafer Instructors and Assessors

The SwimSafer 2.0 programme and assessments are conducted by SportSG accredited SwimSafer 2.0 instructors and assessors.

SwimSafer instructor are required to possess valid:

  • National Registry Of Coaches Membership (NROC)
  • Understanding Safe Sport as a Coach
  • Standard First Aid + AED 
  • SwimSafer™ 2.0 Instructor certification 

SwimSafer assessor is required to have:

  • Fulfilled the criteria of a SwimSafer™ 2.0 instructor AND 
  • SwimSafer™ 2.0 Assessor certification 

 

Location of ActiveSG Pools

All SwimSafer assessments can be conducted at any ActiveSG pools and private swimming facilities if the pool specification meets the requirement of the SwimSafer assessment for the respective stages.

  1. Fill in participant's Birth Certificate no., NRIC no. or FIN no.
  2. Make sure the correct name is key in. The name will appear exactly on the participant's certificate depending on the name you have keyed in.
  3. Please enter email address that you want the e-certificate (FileSG) link to be send to. Preferably a parent or a guardian's email address.
  4. Please make sure to enter the correct stage that participant is taking. If participant passed the wrong theory quiz stage and passed the correct practical stage, the e-certificate would not be trigger.
  5. Lastly, enter the mobile phone number, preferably a parent or a guardian's phone number. This is for you to receive an OTP to retrieve the e-certificate.

SportSG SwimSafer Remediation Programme

MOE Students who did not meet the requirements of the MOE SwimSafer 2.0 Stage 1 Programme are invited to take up this fully funded remediation programme initiative with SportSG. This remediation programme will be conducted by qualified SwimSafer Intructors outside curriculum time.

Details of remediation programme:
Day of Lessons: Lessons will be either during Term Time on Weekdays, 2
Weekends or School Holidays (Last Week).

Requirements

  1. Parents to make their own transport arrangements for their child to get to the venue.
  2. Participants are required to attend all 3 remediation lessons in order to be eligible for their swim assessment
  3. No make-up test for their swim assessment in the event of any absences.
  4. Participants to wear proper swimming attire according to the pool's rules.
  5. In order to proceed to the assessment in the 4th session, participants will need to pass the online theory quiz administered through the ActiveSG portal after the 3rd lesson.
  6. To pass the SwimSafer 2.0 remediation programme, the participants must pass BOTH the practical test and online theory quiz.
  7. Ensure that stage 1 is selected for the online theory quiz with your correct name, NRIC/FIN and DOB keyed in. Successful completion of the theory quiz will indicate “well done” upon achieving score of 90% and above.
  8. Parents are allowed to sign up for 2nd attempt maximum, if the child did not meet the requirements of the remediation programme at the 1st attempt.

To find the “Retrieve without Singpass” option, visit https://www.file.gov.sg/retrieve

  • Transaction ID can be found in the issuance notification email (subject: Your SwimSafer Certificate is ready) sender : SportSG (via FileSG) no-reply@file.gov.sg)

You will be presented with two options: (1) Log in with Singpass (2) Retrieve without Singpass. Select “Retrieve without Singpass    

  • If you do not see “Retrieve without Singpass” option, it is likely that your document was issued without a valid mobile number. Please contact SportSG at  activesg_swimsafer@sport.gov.sg to update with a valid mobile number.

After selecting ‘Retrieve without Singpass’, you will be required to verify the recipient’s identity with the following information:

  • Certificate Holder’s NRIC/FIN
    • The Certificate Holder is the person that is shown in the issuance email under Recipient Name.
  • Certificate Holder’s DOB

If the information is accurate, you will be prompted to select how you would like to receive a 6-digit OTP – via email or mobile SMS. Enter the OTP received to proceed to retrieve your document.

  • For SwimSafer assessments registered BEFORE 30th June 2024:
    -Due to the migration of records from previous MyActiveSG app, starting 15 August 2024, SwimSafer 2.0 participants will no longer be able to download their e-certificates from MyActiveSG website or app.
    -The e-certificates will be migrated in phases and will be available by the end of September 2024 onwards in batches for you to retrieve from FileSG.


  • For SwimSafer assessments prior to 2018:
    -SwimSafer 1.0 was originally administered via Singapore Life Saving Society (SLSS).
    -For all SwimSafer 1.0 Assessments prior to 25 Apr 2018, a physical certificate was issued by SLSS, therefore there is no e-certificate generation in ActiveSG Membership Account for SwimSafer 1.0. 

 

Coaching at ActiveSG Pools

Usage Permit

To conduct SwimSafer 2.0 programme in an ActiveSG swimming pool, an instructor must first have a valid usage permit.  This permit enables an instructor to utilise ActiveSG swimming facilities for their coaching purposes. The permit is valid for 1 calendar year from the date of purchase. If your usage permit has expired, application for the permit can be made via this usage permit link

To apply/renew for a usage permit, individual instructor must have the following prerequisite:

  1. NROC membership
  2. SwimSafer 2.0 Certification

Registration & Payment:

  1. A fixed registration fee of $125.00 (non-refundable) is required.
  2. Payments are processed via FormSG using Stripe, which includes options such as credit cards, Apple/Google Pay, and PayNow.
  3.  Upon successful submission and payment, you will receive a payment receipt, confirmation email, and SMS within 2-3 minutes.

Reporting and On-site Verification:

  1. Attendance Form  When entering ActiveSG pools, SwimSafer Instructors should continue to scan the QR code for daily attendance at the entrance.
  2. Show Confirmation for Verification - Please ensure you have your confirmation email and/or SMS ready to present to the counter staff for verification upon request.

 


Corporate Booking of Swimming Lanes

Only corporate companies are able to book ActiveSG lanes to conduct swimming classes other than SwimSafer.

Application of Assessment

All applications for SwimSafer 2.0 assessment must be applied online through FormSG. SwimSafer assessment consists of one (1) practical assessment and one (1) online quiz. The participant must meet the requirements for the practical assessment and the online quiz to pass the assessment.

For each SwimSafer assessment, each participant has only one (1) attempt for the practical assessment but may attempt multiple tries for the online quiz until he/she has passed or up to 3 months upon application.

1 Personal Data Protection Act (PDPA) Ruling (*Not applicable to MOE School Programme)

As of 1st September 2019, the PDPA ruling will be in effect. Attached are two forms – Warranty Clause and Parent Consent Form.

The Warranty Clause Form will be signed by all service providers with signature and to be sent back to us via email.

 The Parent Consent Form will be signed by all your participant/parents. The signed consent forms must be kept by you for at least 7 years

2 Assessor Finder
  • Service Providers can use the excel link below to find their assessors before creating an assessment.
    • Assessor Finder
    • There will be dropdowns for you to select the zone, day and time to filter out the right assessor for your assessment.
  • Once Service Provider has chosen an assessor, confirmed agreement for assessor allocation or arrangement should be pre-confirmed between Service Provider and Assessor before registering
    • Assessor names indicated on the registration form will be taken as confirmed.
  • Please do look for another assessor and submit an Assessor Change Request Form if the current assessor withdraw with valid reasons.
3 Create Assessment through Assessment Registration Form
  • You may key in the details of the participants through FormSG or you may use the excel template below to submit via FormSG.
  • MOE may submit the details using the excel templates provided to our email or via FormSG.
     
  • If no assessor has been arranged please indicate placeholder on the excel spreadsheet or template under Assessor column
    • Eg: Assessor 1, Assessor 2, or JL1, JL2, etc
    • Help to split the participants by Stage 1/2 – 30pax, Stage 3/4 – 20pax and Stage 5/6 – 10pax
  • Application(s) has to be submitted at least 14 calendar days prior to the assessment date.
4 Assessment Registration FormSG Observations

1. Please ensure that participants information is as accurate as possible
• Eg: NRIC invalid – requires verification with parent & email clarification
• Eg: Date of Birth – YYYY-MM-DD (2009-01-11)
• Number of participants matches payment amount (FormSG does not do auto calculation)
• Participant email and mobile leave blank – participant submit using theory quiz

2. Minimum payment amount is $50 per assessment registered
• If less < 5 participants registered → Do not submit place holders, leave blank
• If amending or updating less < 5 participants → Use Change Request FormSG
• If adding more > 5 participants → Use the Top-up/Add-on FormSG

3. Each assessment registered should be for that particular date/timeslot, do not add columns to split the date/time or combine assessments
• Group participants by Stage 1/2 – 30pax, Stage 3/4 – 20pax and Stage 5/6 – 10pax and instructor assigned should be different if conducting different group stages

4. Strictly no merging of 2 different levels per participant under the same assessment group.

5. Mixing of participants from different stages is allowed within a single assessment group, following this configuration: Stage 1 & 2, Stage 3 & 4, Stage 5 & 6

6. It is mandatory for all service providers to include the full address of the assessment for assessor payment verification and for the assessors to be aware of the location.
5 For Non-ActiveSG Swimming Pool Assessments
  • For all private pool facilities, service providers to submit pool specifications to SwimSafer team for approval before registering for the assessment. Service provider who did not submit the pool specifications is at risk of having the assessment terminated by the assessor(s) on-site if the pool does not meet the requirement.
  • Service providers shall be responsible and must inform Assessors on the terms & conditions for the access to private pool facilities . 

 

Changes in an Assessment

  • Should any SwimSafer assessor be unable to make it for the assessment because of a valid reason, he/she should make the arrangement to re-assign the assessment by informing the service provider.

  • If the assessor did not turn up for the assessment and no prior arrangement has been made, the Service provider / instructor should attempt to look for a qualified assessor on-site and the arrangement will have to be made known to SportSG.  In the event that no replacement assessor can be found, the assessment will have to be postponed.

  • SportSG strongly encourages service providers to print a hardcopy of the assessment form as a contingency measure, in preparation of various scenarios e.g. adhoc assessor replacement or when there is a network error. 

  • For cancellation or change of Date/Time, Service Provider/Instructor is to officially inform the assessor at least 3 calender days prior and Change Request Form is to be submitted.

Cancellation & Refund for Service Provider

 

  • Once the booking of SwimSafer assessment is made, request of refund is not allowed, unless it is of valid reason(s).

  • For compassionate, medical and/or other valid reasons must be supported by relevant evidence (e.g. medical certificate and/or etc), the application will be reviewed on a case-to-case basis.

  • For any cancellation of assessments due to valid reason(s), the service provider must inform the assigned assessor and submit the SwimSafer Cancellation & Refund Request Form

result in payment being withheld from processing. 
• Should there be any failure to link your NRIC to PayNow
successfully before payment processing, CPFB will charged a 
processing fee of $0.55 per failed transaction against SEPs

4 Amendments & Reporting for an Assessment

Payments for Assessors

  • Payments will be made to all assessors by the end of the following month after all records of completed assessments are verified. 
    For e.g. Assessments done from 1st January to 31st January will be processed in the first week of February and payment will be made to all assessors by the end of February.

  • It is the assessors’ duty to update the results immediately after each assessment is completed.

  • Failure to update results within 24 hours of the assessment will lead to payment discrepancy. 

  • For assessors who have been inactive from SwimSafer assessments for at least 6 months, do register and submit your bank payment details via the vendor@gov to facilitate payment process. Ensure that preferred payment type is PayNow NRIC.

  • Assessors are to ensure that their preferred bank account is link to their PayNow NRIC. You may refer to the steps to link your account in PayNow Registration Guide.

What is the minimum age to enrol for SwimSafer 2.0 programme?

The recommended minimum age for entry into the SwimSafer programme is 6 years old.

However, the minimum age may vary with different service providers and instructors.

Can participant with swimming background skip assessment stages?

Yes, the service provider/instructor will access the capability of the participant and advise accordingly. 

Can SwimSafer 2.0 programme be conducted at private swimming pool?

Service providers/Instructors will be able to advise.

In what circumstance, a participant is not allowed to take the practical test?

From 1st July 2024 onwards, participants must complete their theory test first before they can participate in their practical test. This is to make sure that they can receive their e-certificate smoothly.

1 Registration for SwimSafer 2.0 Assessment

How to Register for a New Assessment?
  • Application(s) has to be submitted at least 10 calendar days prior to the assessment date.

 

Can participants be added to those who already Registered for the Assessment?
  • There is a minimum fee of $50 when registering 5 or less participants
    If you want to add on:
    Example 1: You have registered 3 participants initially, you want to add 2 more participants to the same assessment, you will need to send in an Assessment Change Request Form to add in the 2 participants as additional fee is not required.
    Example 2: You have registered 3 participants initially, you want to add 5 more participants to the same assessment, you will be required to send in the Assessment Registration & Payment form again with the additional 5 participants' details and to just pay for 3 participants, $10 for each participant.
  • For more than 5 participants:
    e.g. If you have 8 participants, there will be a charge of $10 per participant. In this case, it will be $80.
  • Add on participants for more than 5 participants' assessment:
    e.g. If you have registered 5 participants or more initially and you need to add on for 2 more participants to the same assessment, you will be required to send in the Assessment Registration & Payment form again to pay for the additional 2 participants, $10 for each additional participant.

Can Swim instructors without SwimSafer 2.0 certifications coach at ActiveSG pools?

Instructors without SwimSafer certification can continue to coach at ActiveSG pools by booking for lanes via corporate booking.

Can SwimSafer 2.0 assessment be conducted at private swimming pool?

3 What to do in the event of bad weather?

  • The assessor of the assessment will check with the ActiveSG staff at the swimming complex on the projected duration of closure due to inclement weather.

  • Based on the information given, the assessor will make the decision to cancel the assessment if the closure duration exceeds the hour block for the assessment.

  • Service provider / Instructors to click on Rain-off option in the SwimSafer portal as soon as the assessment is postponed due to inclement weather.

4 Enquiries on SwimSafer 2.0 Theory test / Certificate

Why is the theory test result not reflected on the portal?

How to ensure theory test result is reflected on the portal:

  • Service provider/Instructor must key in the details provided by the participants accurately when registering the assessment(E.g. Name, NRIC, D.O.B, Stage), likewise for the participants when they logged in to attempt their theory test.

  • Common errors observed that have caused the theory test result inconclusive on the portal. 
    For example:
    NRIC number 
    (Correct NRIC number: S1234576P)

  • Participants have to get 90% of the questions correctly in order to pass the theory test

  • If the necessary steps above have been completed and the results are still not reflected in the portal, service provider/instructor to provide SwimSafer team with a screen shot for the completion of theory test per participant as a form of evidence and SwimSafer team will update the changes after.

5 What happen if assessors do not turn up for the assessment?

No show of assessor for the SwimSafer assessment

If the assessor did not turn up for the assessment and no prior arrangement has been made, the service provider / instructor should attempt to look for a qualified assessor on-site and the arrangement will have to be made known to SportSG.  In the event that no replacement assessor can be found, the assessment will have to be postponed.

Do Assessors still bid for Assessments?

Under the transition system, Assessments without an assigned Assessor, will be available for bidding through the Assessor Job Booking System under the Assessors Job Listing tab in this website.

Is there any fairness and equal access to bidding opportunity within the assessor selection process?

During the transition, we have temporarily enabled instructors to select and engage their own assessors in order to streamline the matching of assessors to assessments. This will also facilitate more conducive assessments for our participants during this transition period, as the assessors and instructors understand, and are more aligned on the requirements and quality of the assessments.

Integrity of the SwimSafer community remains paramount, and the SwimSafer team is also taking the opportunity to learn and adapt best practices for the centralised model by taking the following measures to mitigate the concern on lack of integrity:

  • Provide training for assessors to ensure that they are qualified;
  • Step up real-time audits and checks on the assessments; 
  • Toughen disciplinary actions for instructors and assessors who demonstrate a lack of integrity and professionalism; and
  • Step up public education and awareness of the SwimSafer programme.

About SwimSafer

SwimSafer was introduced in July 2010 by the National Water Safety Council (NWSC), a council appointed by then the Ministry of Community, Youth and Sports (MCYS).
SwimSafer was enhanced in 2018 to better equip participants with more rigorous water survival and swimming competency skills. The enhanced SwimSafer 2.0 programme comes with a revised learning syllabus and assessment criteria.  Instructors were also put through enhanced training and re-certification. 
SwimSafer 2.0 is the National Water Safety Programme designed to emphasize the importance of safety around aquatic environments. The programme aims to teach swimming proficiency and water survival skills in a fun manner. There are 6 progressive levels.  Upon successful completion of each stage, an e-certificate will be issued to each participant.

How to Book

  1. For all successfully registered SwimSafer 2.0 Assessments without an assigned Assessor, they will be listed/available for assessors to bid/book via the SwimSafer 2.0 webpage assessor job listing.
  2. Available assessors shall bid/book for assessments based on “first come first served” basis through a 2 step process. Step 1: Licensed Assessor email verification and step 2: Slot booking.
  3. SwimSafer Service Provider / Instructor and Assessors will be notified/updated via email once assigned Assessor(s) are confirmed or if the Assessor is on the waiting list/unsuccessful.
  4. SwimSafer admin will confirm via email as soon as possible if the assessment slot is available (confirmed assessor withdraws) or least 7 days prior if your bidding is unsuccessful (assessor is confirmed and waiting list assessor is no longer required).
  5. Service providers are not allowed to bid as the assessor for their registered assessments. SwimSafer Admin reserves the right to withdraw the service providers from the assessment, except due to Assessor no-show.
  6. For assessment without an assessor bid, it will remain open for bidding / booking on the SwimSafer webpage assessor job listing.
  7. For assessor(s) who have withdrawn from an assessment bid, it will re-open for open bidding / booking on the SwimSafer webpage assessor job listing immediately upon withdrawal.
  8. In an event where the assessment remains open with no bids or subsequent re-posted bidding remains unsuccessful, SwimSafer Admin may consider;
    1. Appointing an available certified SwimSafer Assessor at the assessment venue.
    2. Where all attempts to assign an assessor fails, the assessment concerned may be postponed.
    3. In such case, arrangement for another assessment schedule will be amended at no additional cost.
  9. Due to high volume of assessments and Change Request, withdrawals will no longer be allowed. Assessors are only allow to withdraw due to medical or compassionate grounds only. Please do not bid/book for assessments that you are unable to commit.
  10. Please avoid booking the same assessment as the two systems are not linked or integrated.
    1. e.g. Assessor has been confirmed for this Assessment, PYD3UXCL for a stage or group but went to bid/book again for another stage or group for Assessment, PYD3UXCL.
